S. §§ 1648.1—1648.8), the Commission initially adopted the TRM on October 3, 2005. Subsequently, in the Energy Efficiency and Conservation (EE&C) Program Implementation Order, entered on January 16, 2009, at Doc. No. M-2008-2069887, the Commission adopted the TRM as a component of the EE&C Program evaluation process. In that Implementation Order, the Commission also noted that the TRM will need to be updated and expanded to fulfill the requirements of the EE&C Program.
In the Order entered June 1, 2009, at Doc. No. M-00051865, the Commission directed that the TRM be updated on an annual basis. The Commission's adoption of the 2014 TRM concludes the current annual update to the TRM.
