In implementing the Alternative Energy Portfolio Standards Act (73 P. S. §§ 1648.1—1648.8), the Commission had initially adopted the TRM on October 3, 2005. Subsequently, in the Energy Efficiency and Conservation (EE&C) Program Implementation Order, entered on January 16, 2009, at Docket No. M-2008-2069887, the Commission adopted the TRM as a component of the EE&C Program evaluation process. In that Implementation Order, the Commission also noted that the TRM will need to be updated and expanded to fulfill the requirements of the EE&C Program.

In the Order entered June 1, 2009, at Docket No. M-00051865, the Commission directed that the TRM be updated on an annual basis. The Commission's adoption of the 2015 TRM concludes the current annual update to the TRM.
