   By filing no. 97-A, Capital Blue Cross submits for the Department's review and approval an Amendment No. 2 Form # F-1667(b) to the Member Hospital Prospective Payment Agreement with Saint Luke's Hospital. The proposed amendment has an effective date of July 1, 1996 and provides for the payment of Psychiatric Partial Hospitalization services.
