     Technical guidance documents are available on the Department of Environmental Protection's (Department) web site at http://www.elibrary.dep.state.pa.us. The ''Technical Guidance Final Documents'' heading is the link to a menu of the various Department bureaus where each bureau's final technical guidance documents are posted. The ''Technical Guidance Draft Documents'' heading is the link to the Department's draft technical guidance documents.

    Ordering Paper Copies of Department Technical Guidance

     The Department encourages the use of the Internet to view and download technical guidance documents. When this option is not available, persons can order a paper copy of any of the Department's draft or final technical guidance documents by contacting the Department at (717) 783-8727.

     In addition, bound copies of some of the Department's documents are available as Department publications. Check with the appropriate bureau for more information about the availability of a particular document as a publication.

    Changes to Technical Guidance Documents

     Following is the current list of recent changes. Persons who have questions or comments about a particular document should call the contact person whose name and phone number is listed with each document.

    Draft Technical Guidance

     DEP ID: 550-2100-008. Title: Policy for Erosion and Sediment Control General Permit for Earth Disturbance Associated with Oil and Gas Exploration, Production, Processing or Treatment Operations or Transmission Facilities (E&S General Permit for Oil and Gas Activities). Description: The Department announces the availability of draft technical guidance for implementation of 25 Pa. Code Chapter 102 (relating to erosion and sediment control) requirements for earth disturbance activities associated with Oil and Gas Industries. There are significant gas exploration and extraction activities occurring in this Commonwealth within the Marcellus Shale formation and other formations. This document has been updated to address regulatory changes and significant changes in the scope and type of oil and gas activities occurring in this Commonwealth. It is intended to facilitate consistent implementation of Chapter 102 requirements for earth disturbance activities associated with Oil and Gas Industries. Written Comments: Interested persons may submit written comments on this draft technical guidance document for a period of 60 days after publication as draft in the Pennsylvania Bulletin. The Department will accept comments submitted by e-mail, but comments submitted by facsimile will not be accepted. A return name and address must be included in each e-mail transmission.
