Notice to Public of Proposed Lead-Based Paint Hazard Control Action Located Within the Floodplain [40 Pa.B. 478]
[Saturday, January 16, 2010]The purpose of this notice is to notify the public that the Department of Health is proposing to use Federal funds under the HUD Lead-Based Paint Hazard Control Grant Program within a FEMA designated 100-year floodplain. The proposed program would involve lead hazard control/reduction activities and associated minor rehabilitation on residential properties within the city limits of Johnstown, Harrisburg and the Counties of Allegheny and Fayette. The target areas contain floodplains and project sites could be located within Flood Zones A, AE, A1-A30 or A99 as designated by the FEMA Flood Insurance Rate Maps.
Project: Lead Hazard Control Program, Grant Number PALHB0440-09, $3,070,000 award, Period of Performance: January 1, 2010—December 31, 2012.
Purpose: Funds will be used to provide assistance to income-eligible occupants to make units, which includes privately owned rental units as well as owner-occupied units, lead safe, with a priority on units occupied by families with children under age six. Units will be made lead-safe through lead inspections, risk assessments and lead hazard control, including temporary relocation during hazard control work. Lead hazard control work will be completed through the use of interim controls or hazard abatement.
